Combine the black pepper, salt, onion powder, and garlic powder in a small bowl and set aside. Shred the cheddar cheese if not already done.
Brown ground beef in large pan or wok, and season with half the spice mixture.
Remove the ground beef from the pan, leaving most of the rendered fat. add the bacon crumbles and brown in the oil until crispy.
Add the broccoli slaw and toss to coat in the fat, then add the rest of the spices. Cook and stir for 1-2 minutes.
Add the ground beef back to the pan along with the heavy cream. bring the heavy cream to a boil, then add the shredded cheese.
Mix everything well and heat until the cheese melts, forming a creamy sauce. Serve immediately, or allow to cool before portioning for meal prep.
